If we receive a notice of levy from a state court and there is a debit card transaction holding funds at the time of receipt, are we obligated to hold the entire balance or just the available portion?? Any thoughts are appreciated...

Only the available amount would be subject to levy. It's similar to a check guarantee hold.

I second that - you have a prior obligation to pay the debit card transaction, so it's excluded from the levy.
