We are making a CD secured loan with a Deed of Trust (abundance of caution)with an 18-month term with a balloon. Most likely we will not be financing long term. Is HMDA all we need to be compliant?

Well, to mention a few others, Flood, RESPA, ARM disclosure if variable rate, RofR if primary residence.....

Abundance of caution does not negate all the consumer lending compliance issues.

If the loan is CD secured, why would you also need real estate for additional collateral?
