Question: If we suspect someone of violating a federal law, but my bank is not the victim, and we will not take a loss, can we fill out a Criminal Referral Form and still be protected under the Safe Harbor?

Answer: If it is a violation of federal law, both federal attorneys we spoke to said they felt you would be protected under the Safe Harbor clause.
