23A: Final Rule on Capital Stock and Surplus

The FRB has adopted a definition of capital stock and surplus for 23A that is consistent with the definitions used in the FRB's Regulation O and the OCC's regulations for calculating limits on loans to a single borrower. The effective date is July 1, 1996, designed to coincide with the new fiscal quarter.
