Comments due on Treasury ACH proposal

The Department of the Treasury's Fiscal Service has published a proposed rule in the January 3, 2020, Federal Register to amend its regulation on Federal Government Participation in the Automated Clearing House (31 CFR Part 210). The amendments would address changes that Nacha has made to the Nacha Operating Rules since the publication of the 2016 Nacha Operating Rules & Guidelines book. These changes include amendments set forth in the 2017, 2018, and 2019 Nacha Operating Rules & Guidelines books, including supplements thereto, with an effective date on or before June 30, 2021. The Fiscal Service's rule adopts, with some exceptions, the Nacha Operating Rules developed by Nacha, as the rules governing the use of the ACH Network by Federal agencies.

Comments on the proposal will be accepted for 31 days following publication (through February 3, 2020).
