Is Remote Deposit covered by Reg E as an electronic funds transfer? Is this clarified anywhere?

I was reading a response to a question regarding a hold on an insurance draft or credit card check. I want to make certain that it is OK to put an exception hold on this type of check, if over $5000, release $100 next day, $4900 in 2 or 5 days and the balance over $5000 in 7 or 11 days. What started my search was I was trying to determine if I had a "credit union" cashiers check (local), payable through a (non local) bank, which routing number do I use to determine the hold?

Our tellers will be new to seeing substitute checks, and now customers will be trying to deposit substitute checks that have been returned to them in the form of a chargeback. One suggestion was to send all 'returned' substitute checks for collections from the other banks, but that seems excessive. How will our tellers recognize a returned substitute check, and what recommendations do you have for handling any that are redeposited?

Reg CC Is a normal hold determined by the paying bank's routing number or by the paying bank's address printed on the face of the check? For example, the depository bank located in the San Antonio Fed District accepts a check from the paying bank with a Dallas Fed District routing, the hold is placed for 5 days. Is that correct or would the hold be placed for only 2 days if the bank address is San Antonio?
