Help - we have a situation whereby we want to modify an existing balloon loan to a 5 year ARM....can we consider this a modification while providing new disclosures.....or do we have to treat this as a refi?????

Reg. Z will treat it as a refi (assuming the BP loan had a fixed rate.)
