We have a business that sells gas cards, no limit on the amounts. They will only accept cash or debit for the sale of these(not that it makes a difference in my question). Since they do not have a limit and could potentially sell over $1,000 per person per day, this makes them an MSB right? Thank you!!

Yes - they just are not required to register.

From the Form 107 instructions:

3. At this time, persons are not required to register
to the extent that they issue, sell or redeem stored
value. If, however, a money services business
provides money services in addition to stored
value, the provision of stored value services does
not relieve it of the responsibility to register, if
required, as a provider of those other services.
