I am very new to the audit aspect of banking. Our last auditor had scheduled a HR audit for this year. This was going to be a new audit and therefore we don't have any information on what was going to be reviewed. What things should be reviewed in a HR audit?

HR is a pretty specialized area. You'll probably want to review everything from compensation policies to employment practices, hiring and termination, employee records, anti-discrimination practices and other applicable state and federal laws. I would suggest a consultant.

Ironically enough, I just got a postcard from the IIA today regarding auditing HR. Here's a link to a book they sell on their website.

I have this book (won it at an IIA training class in May) - it is a good resource. In addition to the above, Ie closely audit employee benefits (are employees being deducted correctly and are we still paying 3rd party providers for terminated employees - I almost always find errors here).

I'm also performing a payroll audit for the first time (no previous auditors at this location). Are employers required to have employees sign a new W-4 ea. year?

I don't know if required or not, but we require a new W-4 when the employee initiates a change and annually if the form changes (which it does from time to time).

Can I ask everyone a follow-up question about the W-4? How long is your payroll area retaining the most recent copy of an employee's W-4, and would you consider it a finding if they were only retaining it for 2 years? Can I also ask the same question for the employee's authorization for Direct Deposit?

I would start with your HR Policies and procedures and also audit for the following:

Fair Labor Standards Act
Family & Medical Leave Act
Civil Rights Act of 1964
Fair Credit Reporting Act
Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA)
Worker Adjustment and Retraining Notification Act (WARN)
Equal Pay Act of 1963
Age Discrimination in Employment Act of 1967 (ADEA)
American’s with Disabilities Act of 1990
Rehabilitation Act of 1973
All Rules and Regulations as provided by the EEOC (Equal Employment Opportunity Commission)
All Rules and Regualtions as provided by the State
All Rules and Regulatiosn as provided by the US Department of Labor
All Rules and Regulatiosn as provided by the State Department of Labor
