If a bank is in a situation in which it has to issue an adverse action letter for a loan it is declining to PURCHASE, is there any reason the bank cannot tailor the letter to say that it is declining a purchase rather than using standard verbiage that references declining to lend?

Our experience with regulators (FDIC) is that you can add the verbiage in the first part: "Thank you for your application for ________" put in there "an automobile loan to purchase an automobile at ABC Auto Inc." Then continue regretably we are unable to .... You must still put it all other requirements of the adverse action notice.
