Can an affiliate bank disclose customer information to its overseas parent bank knowing that the customer information will be submitted to an authority in a different jurisdiction for investigation?

I am pretty sure information can be shared with affiliates within the same entity. However, how parent bank discloses customer information is my concern. I understand the parent bank is obligated to cooperate with its regulators as well.
