Attorney indicated flood determination made payable to bank FBO (for benefit of) flood vendor? Is this acceptable? Thank you.

Are you saying the amount paid to the flood vendor is shown as paid to the bank, for them? I haven't seen that but it does identify that the bank will initially receive the funds and they will be paid to the identified flood vendor. I don't believe that is incorrect as the intent is meant.
