What is the recommended number of custodians for a bank's cash vault. Is 2 people okay or should it be three.

OK
I think most banks are going with dual control for the cash vault as well as many other areas of the bank.

I would expand that from not just dual control, but also dual access. Maybe you meant that when you say dual control.

Most are in dual control, but we have some in single custody. Mgmt view is that if the vault was assigned to the vault custodian, and only she accesses it, then the field is narrowed down to only 1 person in case of a shortage...so, it is being done in several banks that I know of, although no one likes to advertise it..
