Regarding tax refund debit cards with m/c or visa logos, my prior understanding was that a bank could not refuse to accept or charge a fee for (over the counter or ATM) cash withdrawals. Is anybody aware of any changes to this or would you have a specific section to reference in their rules?
What would be the chain of events if the bank advanced cash against a tax refund (visa or m/c) debit card and the card had been stolen? Also, are you accepting both embossed and unembossed cards this year during tax season?
