We have a customer who did not receive merchandise from a merchant. The merchant wrote a letter stating they will not be delivering the merchandise and to go to your bank to get your money. We are going to submit this through our processer but since it was reported outside of the 60 day timeframe do we have to provide provisional credit?

It was an authorized transaction; customer's dispute is with the merchant. As a courtesy you could agree to attempt a return, no provisional credit is required.

You might also want to alert the originating bank of the situation. I know I wouldn't want to be banking that merchant.
