With many businesses filing bankruptcy, questions have arisen regarding how to handle disputes against these merchants, especially when "All sales are final" is on the receipt. Aside from the billing error provisions, under Reg Z's special credit card provisions, if a dispute can't be resolved, the consumer can assert the claim against the issuer of the card. If the customer meets the requirements of this provision, what rights does the card issuer have to deny such a claim? Can we defend "all sales are final" as being part of the agreement at the time of the transaction?
