We have a customer that purchased a money order from us. The payee is a non-customer and is wanting to cash the money order at our bank. We do not cash checks for non-customers unless the check is drawn off our bank. Since the money order was sold to a customer from funds in her account could we consider this drawn off our bank?

No. You may, but are under no obligation, to cash the item.
