Our standard daily limit has always been $2,000 per card. If there are two debit cards tied to the account, then they share a $4,000 daily limit. We've been pulling credit for debit cards since 2006 and since that time, we may give someone as little as a $100 daily limit depending upon their credit history. We deny a debit card if it's bad or if they're an efunds hit.
We have also changed our daily limits for types and amounts of transactions based on the Heartland breach. Previously, we did not limit the number or amount of transactions you could perform at any particular type of merchant. We now have a limit of two transactions per day at a drug store with a $200 limit, two transactions per day at grocery stores with a $500 daily limit, etc.
We also recently blocked all foreign countries and require members to make us aware in advance if they plan to use their debit card in a foreign country so we can set their card up in an exception file to work in a particular foreign country. This has virtually eliminated foreign based fraud, whcih is great, but the Heartland breach has cost us $16K in fraud to date plus the cost to replace 1500 cards.
