I am trying to locate a FFIEC guideline that came out which provides their guidelines (not requirements) for Personal Identification Numbers strength and what they should consist of for internet banking applications.

That is covering more of the multi-factor authenciation. I'm looking for a guideance that addressese a "PIN". Guidelines like one letter, one cap, one number, one special character, things like that.

Don't know if this is what you are looking for; but, the FFIEC IT handbook (E-banking)has some information on password length and composition on pg 33
