My question is this: section 226.19(a)(1)(i)is this stating that we can not close a loan until the 7th business day after the early disclosures have been sent and no fees can be collected before hand except a credit report fee? Is this rule final?

This was part of MDIA that was passed and is effective on 7/30/09. There is a proposal out to change Regulation Z to match MDIA that has not been finalized. There is a post in the lending forum stating this may become final the end of this month or early May. Check out that forum for more threads on this topic.
