Does anyone know if HSA's would follow the same guidelines for becoming Inactive or Dormant as a Traditional Checking or Traditional Savings account?

HSAs are not directly addressed in the statutes:

http://www.treasurer.state.ne.us/up/upstatutes.asp

You might want to call the Treasurer's office to see if they would follow the standard bank account or the retirement account rules.
