Is a publically traded company eligible to be exempted from CTR reporting if they are non-exemptable under Phase II rules? For example, a company that sells farm equipment or a real estate brokerage?

Yes. Absolutely. The list of unacceptable business types in 103.22(d)(5)(viii) states that it only applies to eligibility as a non listed business.
