I am working on an internal Reg F audit, and noted the policy and procedures are combined (summarrized) into one.

Are we required to have separate policies and procedures for this regulation? or would it be considered best practice?

More of a best practices issue. Your policies are typically approved by the BOD. You would not want to go for BOD approval just for a procedural change.
