Is there a distinction between Unfair or Deceptive Acts or Practices (UDAP) & the Credit Practices Rule (Regulation AA)?

If so, how do they differ (in other words, what am I missing)?

If not, why does the FDIC's Compliance Examination Handbook have them listed separately (see Chapter 7: Abusive Practices)?

Reg AA addresses specific practices. UDAP is wide open--regulators can use it for just about anything they want.
