Why would you allow or not allow transfers from a church account into the account of an individual?

Transfers between different owners are "funds transfers" and require recordkeeping and retrievability. Bill-pay systems meet that requirement, but "manual" entries may not. If not, you should not allow such transfers or you must track them manually as well.

These would be transfers generated within the bank from one account to another. No bill pay, no ACH, etc.

The only such transfers I'd be OK with would be payroll, and I'd want it to go the ACH route. There are simply too many stories about embezzlement of church (and other non-profit) funds. Permitting transfers from the church's funds to those of individuals simply makes it easier for someone to steal. I have served as Treasurer for a religious organization, and I would have quickly put an end to such a practice if it was in place before I took over the books.

Those were my thoughts, John. But I seem to be the only one that sees a problem with the transfers.
