Can any of you CIP experts supply us with a site where we can learn more about Matricular Consular and CEDULAR ID? If anyone is familiar with a website where we can print copies of what the ID looks like and the application process, we would be most greatful.

Attached is a link to FBI testimony before the House Judiciary Committee regarding the insecurity of the Matricula Consular card. p.s. this is one of the reasons why we are not accepting the card.

This is from an October 8 Washington Times Editorial:

In June 26 testimony before the House Select Committee on Homeland Security, Stewart Verdery, assistant secretary of homeland security, testified that the administration is concerned about misuse of the matricula consular cards as "breeder documents" to more easily gain access to other documents, including drivers licenses, for purposes of creating false identities. And, in a Sept. 3 interview with the Associated Press, Mr. Verdery's boss, Homeland Security chief Tom Ridge, stated that mayors and financial institutions accepting the cards do so, for now, "at their peril," noting that they can easily be falsified.
