The text on the page you gave us the link for is for the current version of the Exempt Transaction rule, which is what you look to in order to figure out which rental property and investment property related loans are covered by Reg Z, among other things.
For purposes of determining when a loan is covered and potentially subject to early disclosures, the changes in 226.3 don't have an impact.
