If a customer is registered with FINCEN as a MSA (check cashing, selling & redeeming money order etc.) aren't they also required to obtain a Ga. check cashing license or does the Fincen license cover for both? Note: Customer says they don't charge a fee for check cashing but I feel they either are or the customer has to buy a limited amount of goods from the retailer for them to cash the check.
