I have an old (2005) training manual for Reg B. In the manual it states that applications may be either written or oral, based on Bank Policy. The manual later states that Applications which are for the refinanciing or purchase of the consumer's Principal Dwelling must be in writing, but it does not provide a reference to where this is stated in the reg and I can't find it.
