With the CIP rules how do you verify identity of a young customer that is old enough to sign their name but doesn't have id or a credit history, like a student?

Per our policy they need to have a SSN and birth certificate and they need to come in with an adult that is a grandfathered customer or can have CIP completed on said adult. Many of these youngsters travel by air and also may have a state issued photo ID, we accept it also.
