Two weeks ago I (Underwriter) requested additional information from the MLO regarding her applicant. It's been 29 days since the application was submitted by the applicant so a decision must be made. Is "Incomplete loan application" a sufficient reason for denial on the Notice of Adverse Action? Or is more detail needed?

You have two options. Review 202.9 and its Commentary. Deny it outright for an incomplete application and that is a sufficient reason, or send the applicant a notice of incompleteness outlining the information you need and by what date it needs to be provided. If they don't provide the information by that date you have no further notification requirements.
