I am trying to find rules or regulation that would tell me what security measures are required to put in or have safe deposit boxes at one of our banking locations. I need to know about things like does it need to be a concrete or steel vault type room? Does it need to have a time lock? Is dual control required to open the door to the room? Are alarms, suveilance cameras, etc required? And so on.

Can anyone direct me to the rules and/or regulations?

I've heard good things about Safe Deposit Specialists, and they are in Texas, too.

I know of no State (Texas) or Federal laws or regulatons that will answer your question.

At one time, regulations implementing the Bank Protection Act contained that kind of detail, but those specifics were removed several years ago. That which remains is in Regulation H, but you will note there is nothing specific about safe deposit boxes.

As rlcarey notes, Texas has no laws or regulations on this point.

There is a gentleman by the name of Dave McGuinn (Also based on Texas) - who is a nationally recognized safe deposit expert. Between his manual and the Safe Deposit Policy and Procedure Handbook (American Deposit Services - co-written by Dave McGuinn and Waverly Egbert) - you will have a really good idea of practices to mitigate any liability in offering safe deposit boxes.
My experience is that loss potential is really the leader in how you set up your safe deposit box area, etc.

The primary Reg issue is that you have to be very clear that sdb contents are not FDIC insured -
