We have been informed that Wal-Mart is moving to the use of a prepaid payroll card. Currently our bank charges a fee for non-customer checks cashed. Is there any regulation that would prevent us from charging non-customers who wish to obtain a cash advance on their prepaid payroll card at the teller window? These customers are coming inside the bank instead of using the ATM so that they can avoid the charge at the ATM.

some states have enacted laws against this, you need to check your state laws

I would think at some point you decide if you want a cash advance terminal anymore....

You'll also want to check your contract for cash advances. You may be limited there for fees that can be assessed.
