I've searched the threads for guidance on this and can only come up with the rules for National Banks (12 USC 25a). We are a FRB regulated state member bank and our branches, as part of a current savings account promotion where a bonus was advertised, want to enter anyone who opens an account into a drawing for a gift basket. Is this allowable for banks in the State of Michigan?

If the registration is based on the opening of an account (they paid something in anticpation of winning)I think you have a lottery, which is not legal in any state. If however you open the drawing or the possibility of winning up to the public and don't make it dependent on the opening of an account, I think you would be OK. Anyone can win and they do not have to be a customer.
