When a product is diclosed as "Free" checking are upcharges on printed check orders permitted?

Yes. This is not an issue unique to Florida. It is addressed in Reg DD, 230.8 and the commentary to that section. Generally, accounts that have maintenance or service charges cannot be described as "free," but that does not mean they cannot have specific fees for things like stop payments and check printing.
