It is true that if a business charges more than $2.00 for services (i.e. check cashing, money orders, etc) they are required to have a check cashing permit? If so, where to they get one? Thank you!

That sounds like an issue that is dictated by state law.

That is driven by state law. FINCEN of course has its own rule for registration.
