Does NY have any rules or regulations regarding a consumer type checking account similar to NJ where NJ has the "NJ Consumer Checking Account" requirements?

Upstate NY
NY requires every bank to have a "Basic Banking" account. I'm not sure if this is similar to the NJ account or not.
