Our bank has a situation where we quoted an appraisal fee for a purchase transaction. Appraisal was engaged and when appraiser inspected the property, construction was not complete and is now wanting to charge us another fee for a final inspection. (By the way, construction loan is not ours.) Would this situation constitute a changed circumstance and allow our lender to redisclose a GFE?
