Does anyone know why recently-released PE's include census data from the 1990 census? Why would the 2000 census not be used?

Depends on the year being analized. 2002 data uses 1990 census data, 2003 uses 2000, and the 2004 data will use 2000 adjusted census data. All three years will have different census information.
