if we are conducting a sweepstakes, can we put something like this in our rules:
"Although online access and an e-mail account are required in order to participate in this contest, no purchase is necessary. Many public libraries, retail businesses and others offer free access to computers and a number of Internet service providers and other companies offer free e-mail accounts."

That's probably OK, but you have to check state law concerning what must/may/must not appear in your rules.
