Anyone with experience with this? Being a sponsoring institution for a second entity that wants to issue debit cards?

FINALLY ABOVE the gnat line
We bought this type of arrangement when we purchased a bank from the FDIC. I'm still working thru issues and don't know if I can be of any help at all.

depending on whether you/they want to issue MC or Visa, I would contact them for their network rules and regs.
