Is there a chart that lists the effective dates of the Reg Reform bill?

I know ABA has a rulemaking dates chart and a effective dates chart but what's the difference?

FINALLY ABOVE the gnat line
I went down both lists and tried to figure out what might be occuring in the very near future. This is the list I came up with:

Enactment of reform bill 7-21-10

FDIC Deposit Insurance permanently at $250,000. Need new teller signs.
Coverage on non-interest bearing accounts extended to 12-31-12 although the NOW and IOLTAs earning interest less than .25 remains in question beyond 12-31-10.
Appraisal independence requirements go into effect 90 days from 7-21-10.
Interchange fees rules must be written within 9 mos of 7-21-10.
This rule also adds the ability to pay interest on Business checking accounts – 7-21-11.

The ABA has a couple of great charts that list effective dates and dates when rulemaking is required to be complete.

http://www.aba.com/aba/documents/RegReform/EffectiveDatesChart.pdf

The rulemaking chart of dates is 58 pages long... what does that tell you?

This maybe a dumb question but I'm going to ask it anyways.

What's the difference between the effective dates chart and the rulemaking chart?

Effective dates - when that section goes into effect

Rulemaking chart - when rules have to be written to make this section go into effect.

the CFPB - for example, must be formed no less than 6 mos and no later than 12 mos with a possible 6 mos extension. This is known as the transfer date.

On the rulemaking chart you have rules that must be written within 2 years of the transfer date.

For those of you wanting to begin to document what sections pertain to you in excel format, I found if you Google "Financial Reform" and in advance search using the file type as 'xls'. There is one spread that you can begin with. It is not as detailed as the ABA pdf and with security protections, but it is a great begininng.

it can be found without a date range selection. Strange it appears to be created on 7-21 but does not show up with a date range.

I've been doing a ton of reading on Dodd-Frank and this forum has been absolutly GREAT! Thanks to everyone who is participating.

But alas, though I've done tons of reading, and checked out multipal websites, I'm still preplexed as to what needs to be done now and within the next 6 mos to prepare.

Anyone willing to please throw me a "life vest" and help me out, I am sinking fast - Thanks.

Get in line, we're all wanting a life vest. Visit the ABA website. They have a matrix of changes with dates. The URL is earlier in this thread.

I'm looking for the start of a compliance calendar too. I wish the FRB had put their presentation in chart form at the end. There were some good links posted here, so I think I can combine a few bits and pieces and get started on something for mgmt. to use.

Just churn, churn, churn. What's that song by the "Who", "same as the old song". The reform for the sake of reform, yet nothing to address Fan/Fred. Yep, same as the old ones. Gotta love it. Reading will now continue...

Where the heart is
To Everything (Turn, Turn, Turn)
There is a season (Turn, Turn, Turn)
And a time to every purpose, under Heaven

A time to be born, a time to die
A time to plant, a time to reap
A time to kill, a time to heal
A time to laugh, a time to weep
A time to completely wreck havoc in the regulatory world....

To Everything (Turn, Turn, Turn)
There is a season (Turn, Turn, Turn)
And a time to every purpose, under Heaven

A time to build up,a time to break down
A time to dance, a time to mourn
A time to cast away stones, a time to gather stones together

To Everything (Turn, Turn, Turn)
There is a season (Turn, Turn, Turn)
And a time to every purpose, under Heaven

A time of love, a time of hate
A time of war, a time of peace
A time you may embrace, a time to refrain from embracing

To Everything (Turn, Turn, Turn)
There is a season (Turn, Turn, Turn)
And a time to every purpose, under Heaven

A time to gain, a time to lose
A time to rend, a time to sew
A time for love, a time for hate
A time for peace, I swear it's not too late
(But it's too late if you haven't started your Red Flags program, just sayin')

I attended an ABA webcast several weeks ago; they stated there is some ambiguity surrounding the effective dates of the Title XIV rules that don't require implementing regulations. Some interpret the rule to say its effective the day after the President signs the bill; others think its 18 months after the transfer date.
Has anyone heard if/when we'll get clarification on this?
