Would anyone know if there is a law, regulation, commentary etc that would prevent a financial institution from outsourcing accounting functions? My thanks in advance.

I'm also don't know of any. I would be cautious from a BCP/Vendor Management perspective to make sure the vendor is reliable and you have a plan if the vendor fails for some reason. Also, security of your data and controls of your vendor would be important.
