We received a Levy from the Department of Revenue but the customer only has a Certificate of Deposit. The account is titled "and" with another customer. Two signatures required. Are we allowed to take those funds?

Apparently, the levy is issued by the state. To provide you with a credible answer, your respondent would have to see the terms of the levy and know the laws of your state.
