Perhaps you are referring to the Consumer Credit Protection Act. It's Chapter 41 of Title 15 of the United States Code.

It includes the following subchapters:
  • I - Consumer Credit Cost Disclosure (Truth in Lending; Truth in Leasing)
  • II - Restrictions on Garnishment
  • IIA - Credit Repair Organizations
  • III - Credit Reporting Agencies
  • IV - Equal Credit Opportunity
  • V - Debt Collection Practices
  • VI - Electronic Fund Transfers
