I'm modifiying the policies for my bank and was working on the funds availability policy. The problem is that I can't lay my hands on information that addresses issues or restrictions on funds availability for new accounts. Can anyone help with this?

I'm not sure if it's what you need, but check section 229.13 Exceptions in Regulation CC. Then check the model disclosures in Appendix C. This should give you some guidance on the issues or restrictions with regards new accounts (if you reserve the right for exception holds).
