Are political campaign committees considered NGOs. From my understanding yes, but the prior BSA Officer at the Bank told them that they are not NGOs.

I think the US gov't would disagree with your prior BSA Officer.

From the BSA Exam Manual, p. 320:

An NGO can be any nonprofit organization that is independent from government.

Campaign committees are nonprofits, and are independent from government.
