Whatever answer they gave you. If they refused to answer in a face to face, you guess (personally, I would use "Not Hispanic or Latino"). If they refuse to answer and the app was not face-to-face, you use "3 - not provided."

Agreed. Unless I had reason to know they were Hispanic/Latino, I would select "not".
