currently we offer only offer passbooks for cd's
im in the process of setting up paper certificates for cd's, how often do we need to mail stmts for customers who have a paper certificate rather than a book?

There is no statement requirement for time deposits regardless of whether they are represented by a book or a certificate.

Since you are going into this for the first time, consider using "book entry" time deposits; i.e. no certificate, just a receipt. The "certificate" is a tribute to a bygone era; it was not a legal necessity then and it is not a necessity now.

Assuming you use a forms vendor, ask them to show you what it might look like.
