Sounds like he was the manager of the booze outlet. Those withdrawals alluded to may have been unauthorized featherings of his own nest at his employer's expense.

It does look like the cash activity was mostly for the purpose of operating an unlicensed check cashing business.

I believe that for us (compliance people), the main story here is the "restitution" part....
